In compliance with the guidelines of the International Civil Aviation Organization (ICAO), a vast number of countries have now enhanced their passports with a contactless micro-controller that stores the biometric features of the passport holder. Within the European Union (EU) and many other countries the digital biometric data is currently protected by so-called Basic Access Control (BAC) defined in ICAO Doc 9303 and ISO/IEC 7501. However, the ICAO additionally has allowed further protection mechanisms based on both symmetric and asymmetric cryptographic primitives. The member states of the EU agreed on the Extended Access Control (EAC) protocol based on asymmetric mechanisms, making them a mandatory feature for all EU passports.
The EU Extended Access Control protocol consists of two advanced security mechanisms: "Chip Authentication" provides strong session encryption and enables the Inspection System to verify that the chip is genuine; "Terminal Authentication" enables the chip to verify that the Inspection System is entitled to access sensitive data. The standardization of the EAC mechanisms defined in the technical guideline BSI/TR-03110v1.11 (attachment) ensures interoperability of MRTDs and corresponding Inspection Systems within the EU.
