This document specifies a procedure for trailer-based measurement of the rolling resistance of road surfaces using the angle-method, under realistic conditions, for a selection of pneumatic reference tyres. Measurement of rolling resistance using this method enables comparison to be made between various road surfaces or between rolling resistance and other road surface properties such as texture, by using reference tyres. For that, a towed trailer driving at a constant speed is used.
In measuring tyre-road rolling resistance, it is necessary to measure small forces or angles. It is, therefore, essential that equipment and instrumentation of appropriate accuracy are used. Although other methods to measure rolling resistance exist, the scope of this document is limited to the angle-method.
The following methods are out of scope: force-based trailer methods and self-powered test vehicles with test tyres in the vehicle using angle- or force-based methods.
In the case of self-powered vehicles, it is not possible to account for air drag, inertia forces and road grade. Self-powered vehicles are constructed in such a way that they give good handling and safe driving even in harsh road conditions thus their suspension is strong (considerable dynamic forces and braking force), stiff and relatively heavy which constitutes conflict with the requirement of precise measurements of small rolling resistance forces.
The procedure is intended to be suitable for the following applications:
- For the assessment of the rolling resistance of generic or proprietary road surface products.
- For the conformity-of-production (COP), assessment of newly laid surfaces, e.g. to assess compliance with rolling resistance thresholds in standard and/or contract specifications, or to assess the homogeneity of the surface with respect to rolling resistance over its length.
- For the monitoring of the rolling resistance of road surfaces over the course of their working lifetime, to help inform surface maintenance/replacement policies and increase understanding of the durability of low rolling resistance road surfaces.
The values derived from this procedure are intended to be used for the following purposes:
- To characterise the initial rolling resistance of a road surface type using a common procedure across Europe. This characterisation can serve as a baseline for setting performance requirements in public procurements, COP assessments and monitoring over the working lifetime of the surface. This enables the comparison of performance between road surface types.
- To verify the rolling resistance performance and homogeneity of a newly laid road surface.
- To evaluate the effect of road surface deterioration on rolling resistance at a given point during the working lifetime of the road surface. In this regard, continuous collection of sufficient data on the same surface will allow to predict changes in rolling resistance over time, which supports road managers in making more informed decisions in road surface design, construction and management standards and operations.
- To assess the impact of road traffic on CO2 emission of a country or a region, which is important information for global CO2 reduction planning and climate change abatement.
In addition, the procedure described within this document also enables the establishment of reference values for wider road surface 'families' or categories of surface types.
