This technical specification (TS) has been developed in response to the European Commission request for a document on the terms and definitions, principles, and core concepts of crisis management. For the purposes of this TS, a “crisis” may be defined as an abnormal and unstable situation that threatens the organization’s strategic objectives, reputation or viability. This TS provides guidance on implementing a crisis management capability through a defined process, managing crises when they arise, and then learning and improving from those events. It is applicable to all types and sizes of organizations. This TS is not intend for certification but sets out the principles and good practice for the provision of a crisis management response, delivered by the top management of any organization of any size in the public or private sector. It is intended to aid the design and development of an organization’s crisis management capability. This TS stems from EC Mandate 487. In response to EC M/487 “Mandate Addressed to CEN, CENELEC and ETSI to Establish Security Standards” (attached), CEN / TC 391 – Societal and Citizen Security - published the M/487 Final Report (attached). Subsequently, the EC requested that CEN / TC 391 develop additional security standardization, highlighting crisis management as an particularly important area for the development of European standardization to complement existing European and international work. It was recognized that this work would require appropriate expertise and stakeholder input in order to produce a consensus driven document providing crisis management vocabulary, principles, and techniques. Recognizing the EC mandate as an important driver for this proposal as well as the market need for a preliminary standard in this area, this proposal is for a European technical specification to be developed by WG3 – Crisis Management and Civil Protection. The timely development of a TS on crisis management would help satisfy the need to better understand and develop aspects of crisis management as well as its relationship with related areas including risk, resilience, continuity, emergency management and risk management. There are a number of documents on crisis management that may contribute to the development of this TS, including BS 11200 (attached for reference). Feedback from BS11200 – Crisis management – Code of Practice - and its precursor BS PAS 200 is very good indicating that they could successfully be used as the basis for this new work item. Using these standards, as well as other national body contributions, will help ensure that the proposed work item reflects good practice and experience from practitioners in this area. A growing number of organizations are seeking opportunities to improve their capabilities to address the challenges that may arise from organizational crises. This technical specification is for organizations that wish to develop and implement a crisis management capability following good practice and using agreed terminology. It will help enable top management to plan, establish, operate, maintain and improve a crisis management capability. It is intended for top management with strategic responsibilities for the delivery of a crisis management capability as well as those responsible for: • implementing the crisis plans and structures; and • maintaining and testing the procedures associated with the capability, who operate under the direction of, and within policy guidelines, of top management. The technical specification would include guidance on: • terminology in the field of crisis management; • understanding the context and challenges of crisis management; • developing the organization’s crisis management capability through planning and training; • recognizing the complexities facing a crisis team in action; • communicating successfully during a crisis; • the relationship with many existing risk management
