This European Standard defines a matrix of performance indicators for societal safety / security services with impact to life and assets, supplied by emergency management services (fire brigades, police departments or first responders) as well as civil protection agencies. It is intended to be applied by cities / communities of any size within Europe and allows emergency management / civil protection organizations to ensure a high level of safety/security in high impact emergencies and to support the positive development of societies. It covers the aspects related to crisis or emergency situations which are affecting a bigger share of the population, businesses or cities/communities. It does not cover general safety/security topic, as small scale criminal acts, traffic injuries, etc., which also effecting the overall safety feeling in cities/communities.
This proposal intends to
1) Build the basis for future gap analysis for civil protection as well as emergency management processes and the subsequent process improvement measures
2) Complement the document ISO 37120 by necessary aspects for disaster resilience
3) Enrich the document ISO 22325 by a proven set of experienced indicators representing disaster resilience
Allow better-informed decision-making by stakeholders with regard to planning, procuring and operating overall Societal Safety & Security aspects within cities.
It presents:
- A list of core and supporting performance indicators, articulated in (as of now) 4 themes directly or indirectly related to safety/security covering causes for and effects of the emergency management or civil protection process - The definitions and methodologies to measure these performance indicators
It is based on an existing set of indicators and their corresponding definitions and methodologies, developed by ISO/TC 268. The ISO/TC 268 indicators currently only have a very weak link to the guidelines/standards defined and established by ISO 223 family or even CEN TC391, and therefore do not reflect the preparedness/capability level of a city/county sufficiently.
Note: Beside the herewith proposed core and supporting indicators there might be the need to have more detailed indicators, which are representing local organizational or structural specifics. These local indicators are not covered by this document.
