This document specifies the technical and safety requirements applicable to railbound machines and other vehicles – referred to as machines – which are designed and intended to be used for construction, maintenance, inspection of track and railway infrastructure, environmental clearing of railway infrastructure and emergency situations.
NOTE 1 In the European legislation related to the Interoperability these machines are called “special vehicles”.
This document applies to machines when moving on the track in running mode, exclusively using adhesion between the rail and rail wheels and are intended to operate signalling and control systems.
NOTE 2 Other rail mounted machine types such as road-rail machines are dealt with in other European Standards, see Technical Report CEN/TR 17498:2020.
Emergency machines, when fulfilling the rescue function, are considered to act either in travelling or working mode or both. More information is provided in Clause 21 of this document.
This document applies to equipment and machine systems which are operational on railbound machines in running mode.
This document is written for 1 435 mm nominal track gauge. Applicability of the requirements specified in this document for wide gauges 1 520 mm, 1 524 mm, 1 600 mm, 1 668 mm is shown in Annex N. Where a railbound machine is designed for the use on tracks with different track gauges, the change of the running gear is considered to be implemented as a modification in a workshop environment.
Some requirements of this document may be applicable for machines used on infrastructure with nominal narrow track gauge or railways using other than adhesion between the rail and rail wheels and underground infrastructure which are not explicitly included in this document.
Special national conditions applicable to specific member states are shown in Annex B.
This standard does not specify requirements related to the professional competence of the operating staff.
