This document specifies the safety requirements applicable to railbound machines and other vehicles - referred to as machines – which are designed and intended to be used for construction, maintenance, inspection of track and railway infrastructure, clearing of railway infrastructure and emergency situations as specified in prEN 14033-1:2026.
This document applies to machines when moving on the track in travelling and working mode, using adhesion between the rail and rail wheels, and which are intended to operate active or passive signalling and control systems.
This document is also applicable for machines that in working mode are completely or partly supported on the track ballast or the track formation.
NOTE 1 Other rail mounted railway maintenance and infrastructure inspection machines are dealt with in other European Standards, see Technical Report CEN/TR 17498:2020.
Emergency machines, when fulfilling the rescue function, are considered to act either in travelling or working mode or both.
NOTE 2 Additional information is provided in prEN 14033-1:2026, 22.
This document specifies the significant hazards, hazardous situations and events common to railbound machines, which can arise when they are used as intended or under conditions of misuse which are reasonably foreseeable, see Clause 4.
This document specifies the common hazards, which can arise in normal circumstances, during assembly and installation, running, commissioning, use (including setting, programming, and process changeover), operation on the work site and in any railway, environment potentially affected in case of malfunction, cleaning, fault finding, maintenance and de-commissioning of the machines.
This document provides a common basis to assess the compliance with the essential health and safety requirements relevant when railbound machines act in travelling and working modes. A comprehensive coverage of safety requirements for running mode is provided in prEN 14033-1:2026.
NOTE 3 This document covers the essential health and safety requirements connected to the use of railbound machines as outlined in the Machinery Regulation (EU) 2023/1230, see Annex ZA.
This document does not include the following requirements:
- for quality of the work or performance of the machine;
- for use of separate equipment temporarily mounted on machines;
- related to hazards due to natural causes, e.g. earthquake, lightning, flooding;
- for working methods related to the organisational or operational procedures;
- for operation in severe working conditions requiring special measures, e.g. corrosive environments, contaminating environments, strong magnetic fields;
- related to hazards occurring when used to handle suspended loads which may swing freely;
- related to machinery used for underground works such as mining or tunnel boring;
- related to hazards occurring when used in rescue and recovery (e.g. firefighting);
- related to autonomous mobile machines with self-evolving behaviour moving along the track and fulfilling the work functions.
NOTE 4 Autonomous mobile machines are referred to as ‘autonomous mobile machinery’ in the Machinery Regulations 3.1.1 c).
Requirements related to the use of the machines in potentially explosive atmospheres are not covered by this document.
NOTE 5 The applicable requirements can be found in the ATEX Equipment Directive (2014/34/EU) and the supporting harmonised standards in Commission implementing decision 2022/1668.This document does not provide comprehensive requirements related to the operation in potentially explosive atmospheres.
