This document specifies the technical requirements for railbound machines and other vehicles – referred to as machines – which are designed and intended to be used for construction, maintenance, inspection of track and railway infrastructure, environmental clearing of railway infrastructure and emergency situations as specified in prEN 14033 1:2026.
This document applies to machines when moving on the track in travelling and working mode, using adhesion between the rail and rail wheels, and which are intended to operate active or passive signalling and control systems.
This document is also applicable to machines that in working mode are completely or partly supported on the track ballast or the track formation.
NOTE 1 Other rail mounted railway maintenance and infrastructure inspection machines are dealt with in other European Standards, see Technical Report CEN/TR 17498:2020.
Emergency machines, when fulfilling the rescue function, are considered to act either in travelling or working mode or both.
NOTE 2 Additional information is provided in prEN 14033-1:2026, 21.
This document covers the specific technical requirements for travelling and working on different infrastructure. The compliance with these requirements is subject of a verification procedure for working authorisation necessary for the access on the infrastructure, see Annex H. The working authorisation is not a part of this document.
This document is written for 1 435 mm nominal track gauge. Applicability of the requirements specified in this document for wide gauges 1 520 mm, 1 524 mm, 1 600 mm, 1 668 mm is shown in Annex L. Where a railbound machine is designed for the use on tracks with different track gauges, the change of the running gear is considered to be implemented as a modification in a workshop environment.
Some requirements of this document may be applicable for machines working on infrastructures with nominal narrow track gauge or railways utilizing other than adhesion between the rail and rail wheels and underground infrastructures are not included explicitly in this document.
This document does not include:
— requirements with regard to the quality of work, including the related measuring methods, and the performance of the machine 1);
— specific requirements established by each railway infrastructure manager for the use of machines which will be the subject of negotiation of contractual documents.
This document does not deal with the following additional requirements:
— working methods;
— operation in severe working conditions requiring special measures (e.g. work in tunnels or in cuttings, extreme environmental conditions such as corrosive conditions, tropical conditions, contaminating conditions, strong magnetic fields);
— operation subject to special rules (e.g. potentially explosive atmospheres);
— hazards due to errors in software;
— hazards occurring when used to handle suspended loads which may swing freely;
— hazards due to wind pressure greater than normal e.g. pressures caused by the passing of trains at speed in excess of 190 km/h.
Special national conditions are specified in Annex B.
This document applies to all machines that are ordered one year after the publication date of this European Standard. Previous versions of this document may be used after the publication of this document only for ongoing projects and when specified in contractual documentation, providing that the previous versions do not contradict requirements of prEN 14033-1:2026, prEN 14033-2:2026 and prEN 14033-3:2026.
1) Parameters to evaluate the track quality are dealt with in EN 13231-1 and in the EN 13848 series.
