The scope of this work item is to draw up a standard related to the methodology for the measurement of the quality of access to postal services and the quality of postal delivery. This subject encompasses measurement of quality indicators such as:
For the access to postal services:
· Queuing time for access to postal services
· Availability of letter collection boxes
· Access to service information
· Collection time and frequency
For the postal delivery:
· Delivery windows / times of day between which deliveries take place
· Physical condition of mail
· Incorrect delivery of mail to the wrong person or to the wrong address
The scope could potentially be extended to include access to postal services at post offices; their locations and opening hours.
The work will be split into two phases. Phase 1 will be to define more accurately the scope of the standard and the list of the quality indicators or parameters to be measured. In order to do this it will be necessary to collect basic information from operators, regulators and customer organisations about each possible area for standardisation, including:
· Requirements for quality measures in these areas, e.g. related to the monitoring of the Universal Service Obligation
· Benefits of measurement and how the measures will be used, e.g. as targets
· Current methodologies, processes and costs in the EU member countries
· Benefits likely to arise from standardisation
Once this information has been collected it will be necessary to consider:
· Which quality measures are suitable for standardisation
· What methodologies should be included in each standard
· Whether these measures should form part of a single standard or several separate standards
· (if there are several standards) what priority should be given to each standard
A report should be produced for TC331 at the end of phase 1 describing the results
of the work and the recommendations for phase 2.
