Any items delivered to a wrong address or wrong addressee may cause substantial problems to both, the sender and/or the receiver. Such an item may - in the best case - be delivered to the right person with a delay, in the worst case it may be thrown away. Knowledge of the quality
performed by the operator would therefore give the customer an indication, to which extend wrong deliveries may occur.
It was originally aimed to specify requirements for a method and its implementation aiming at the measure of
the proportion of ordinary mail delivered to another letter box/plate than the one specified on the
postal item (correctly addressed).
