To review the means available to assess the social performance of buildings at the before-use stage and at end of life. Specifically to examine methodologies for the assessment of:
• Sourcing of materials
• Stakeholder involvement
• Loadings on the neighbourhood
• Additional socio-environmental and socio-economic indicators
The purpose of the report is to justify the inclusion or not of indicators that may be used to assess the above categories, identify appropriate methodologies that are suitable for standardisation.
Purpose and justification of the proposal
It is a requirement under the framework EN 15643-3 that EN 16309 should allow the assessment of social performance over the whole lifecycle of a building. EN 16309 currently only allows assessment for the use stage. EN 16309 will be subject to its first systematic review in 2019. This work is to ensure that appropriate methodologies for assessment of social performance for the remaining stages of the lifecycle can be included in the first revision of EN 16309.
