| Nosaukums | <p>This document establishes minimum quality, safety, transparency and service requirements and recommendations for Short Term Rental accommodation (STR) used by tourists and other temporary guests.</p>
<p>It applies to accommodation made available for temporary stays, whether offered directly or through intermediaries or digital platforms, including but not limited to: private rooms, shared accommodation units and entire dwellings; holiday flats, holiday homes and similar self-catering accommodation; guest rooms and bed-and-breakfast-type accommodation where operated as STR; professionally managed short-stay apartments and serviced-apartment-type units where they are offered as STR and are not already covered as hotels, aparthotels or comparable accommodation establishments.</p>
<p>This document covers, as applicable:</p>
<ul>
<li>host, operator and property-manager responsibilities;</li>
<li>guest information, booking, price transparency, cancellation conditions and communication;</li>
<li>arrival, access, check-in, stay, check-out and departure processes;</li>
<li>accommodation-unit requirements, including essential equipment, amenities and functionality;</li>
<li>cleanliness, hygiene, linen, waste and pest-control requirements;</li>
<li>safety, security, fire protection, emergency management and incident handling;</li>
<li>maintenance, supply management and service continuity;</li>
<li>accessibility and inclusive service provision;</li>
<li>neighbourhood, community and destination-related responsibilities, including nuisance prevention and responsible use of housing resources;</li>
<li>interfaces with digital platforms, property managers, subcontractors and competent authorities;</li>
<li>guest satisfaction, complaints handling, review handling and continual improvement.</li>
</ul>
<p>This document is applicable irrespective of:</p>
<ul>
<li>the ownership structure of the accommodation;</li>
<li>the commercial model, booking channel or level of digitalisation;</li>
<li>whether services are provided by the owner, host, operator, property manager, platform-linked service provider or subcontractor; national or local classification, registration or licensing systems.</li>
</ul>
<p>This document is not a classification, rating or star system. It does not override applicable legal requirements, including requirements on land use, housing protection, registration, taxation, fire safety, consumer protection, data protection or platform regulation.</p>
<p>This document does not apply to hotels covered by ISO 22483, campsites covered by ISO 18980, or other accommodation types already covered by specific ISO standards, except where such establishments operate separate STR accommodation units outside their main service framework.</p> |
